Professional Background
Traci
Hughes joined Lewis & Ellis in 2012 just after graduating from TCU
and has remained with the Company, attaining her FSA in July 2021. Ms.
Hughes has a wide range of healthcare and health insurance experience.
Her area of practice includes rate review, financial examination,
statutory valuation, pricing, and financial impact analyses, spanning
all healthcare markets. Ms. Hughes participates in industry speaking
engagements and contributes to industry publications on a regular basis.

Why are you interested in leading this section?
I
am running for a seat within the Health Section Council because I am
passionate about learning more from my colleagues about the health
insurance industry and how actuaries can help improve our healthcare
system. I believe that keeping actuaries informed and in conversation
about the past, present, and future of health care and health insurance
is ever important to uphold the reputation of our career field. I would
love to share my experiences in working in the health insurance
industry, build new relationships and strengthen old ones with other
health actuary friends. Thank you to all section members for the
opportunity to serve our actuarial community.

I
have 20 years of experience as a health actuary. I have Medicare
Supplement, Medicaid, Medicare Advantage and Supplemental Health
experience. I have valuation and pricing experience. I am
currently working in the Supplemental Health arena as a pricing actuary
for Pan American Life. I love the challenges the Health Insurance
world brings!! There is always something new to learn!

Why are you interested in leading this section?
I
am interested in leading this section because I would like to give back
to the profession that I am enjoying! I have enjoyed the projects
of both councils. I want to make certain that the continuing
education that is being given is cutting edge, exciting and relevant to
everyday practice. I also enjoy working with the SOA staff and
the other section council members. I have been able to get other
colleagues more interested in the SOA activities and to join the
subgroups by being involved with the Section Councils.

Professional Background
I
am a Consulting Actuary with Axene Health Partners where I focus on
pharmacy consulting and analytics. Our work focuses on helping
pharmacy manufacturers, PBMs, health plans, and other pharma
participants engage with each other and build mutually beneficial
solutions. I also leverage my background in medical coding and
analytics to perform longitudinal studies, build predictive models, and
access complex datasets such as the payer transparency data
files. Previous to Axene I led a 15-person analytics team for
Optum’s Payment Integrity product. I have also worked in more
traditional pricing and reserving roles with various of Optum’s
specialty carveout products.

Why are you interested in leading this section?
I
love being a health actuary, and my previous SOA volunteer work has
been both personally and professionally enriching. The Health
Section’s contributions to the profession are a highlight of my SOA
membership, and I want to help contribute to the continued success of
the section. I am especially interested in helping grow younger
actuary’s passion for the profession and volunteering with the SOA.

Daniel Moore, FSA, MAAA, CERA

Professional Background
Daniel
is a health consulting actuary and has been with Lewis & Ellis, LLC
since 2015. Daniel has helped clients design, price, and file
accident and health products including ACA on- and off-exchange,
supplemental medical, indemnity, student health, stop loss, and
AD&D. Daniel also has multi-faceted experience in long-term care
(LTC) products including rate filings on behalf of companies, rate
filing review for state DOIs, LTC pricing, litigation support for LTC
legal cases, and LTC projection modeling. He has supported clients with
other actuarial needs including A&H claim reserves, valuation
support, and actuarial opinions. Daniel provides actuarial audit
services for public welfare systems for Veteran’s Affairs. He has
reviewed MA and Part D plans for CMS Bid Desk review. He has also
assisted CMS with Medicaid actuarial certification rate review. Daniel
has worked for state DOIs performing rate review in eight states.
Prior to working as an actuary, Daniel managed a music business
performing and teaching cello. Daniel lives in rural East Texas
with his wife and two children.

Daniel
is a frequent volunteer for SOA events and webcasts. In the last
year, he has presented SOA talks on disability products and cell and
gene therapy. He has also served as moderator for a presentation
on Medicare Supplement trend.

Why are you interested in leading this section?
The
health section, as well as the SOA at large, has had a meaningful
impact on my development as a consulting actuary. I am grateful
for the health section’s work in providing valuable education,
opportunities to form professional business relationships, and the
chance to speak on industry topics. I would like to “pay it
forward” by volunteering to promote other up-and-coming actuaries and
support the actuarial community.

Professional Background
I
have been a consultant in the Federal government health arena both
before and after a five-year stint as an actuarial director with a
Blues plan, where I was responsible first for reserves and then group
pricing. Since 2010, I have worked for a small health policy firm as
the sole credentialed actuary, consulting to the Department of Defense
(DoD) and to CMS. I have authored three SOA research projects
sponsored by the Health Section. My professional interests have
primarily focused on health rate setting, risk adjustment, and Federal
health policy.
Society of Actuaries Experience (Section and committee memberships and participation)
In
the past 10 years, I have served on three section councils: Health,
Predictive Analytics and Futurism, and Social Insurance and Public
Finance. I am currently the chair of SIPF. In my previous term on the
Health Council (2017-2020), I was responsible for coordination of the
section’s strategic initiatives. I was also a member of this past
year’s Student Case Study Research Challenge committee.
I have presented regularly at SOA meetings, including the annual meeting, the health meeting, and a predictive modeling seminar.
Other Relevant Volunteer Experience
I
have served on several PTA boards, including one highly glamorous year
as the President. I was also a team administrator for my kids’ summer
swim teams for several years.
Why are you interested in leading this section?
With
a decade of continuous experience on SOA Section Councils, I have seen
firsthand that the sections are the heartbeat of SOA member engagement.
I appreciate the opportunity to collaborate with other actuaries
outside of my direct professional sphere and contribute to the
development of high-quality content that helps raise the entire
profession.
